In a landmark announcement on June 27, 2025, Ukrainian Defense Minister Rustem Umerov revealed that the country’s manufacturers are now capable of producing more than 4 million drones per year. This revelation comes amid Ukraine’s ongoing efforts to fortify its defense capabilities and reduce dependency on foreign arms suppliers.

Speaking to both Ukrainian and international media, Umerov emphasized that 1.5 million drones have already been delivered to the front lines as of mid-2025. These include purchases made by the Defense Procurement Agency, the State Service of Special Communications, and direct acquisitions by military brigades.

Ukraine has launched the DOT Chain Defense system, a digital “marketplace” where brigades can order drones tailored to their operational needs. The Defense Procurement Agency then pays for these orders, slashing bureaucratic delays and ensuring faster delivery.
“This way we are significantly reducing bureaucracy, and brigades will receive what they need ten times faster,” Umerov explained.
From Dependency to Dominance: Strategic Implications
Before Russia’s full-scale invasion in 2022, Ukraine’s drone production was virtually nonexistent. Fast forward to 2025, and over 95% of drones used by Ukrainian forces are now domestically produced. This transformation reflects a broader shift in Ukraine’s defense doctrine—one that prioritizes self-reliance, speed, and innovation.

Ukraine’s ability to counter these attacks with domestically produced interceptor drones is now a cornerstone of its defense strategy.
